Greenhouse Gas Abatement in Senegal: A Case Study of Least Cost Options

As part of a wider UNEP project looking at the costs of greenhouse gas abatement policies, ENDA has provided a case study that examines the technical and financial frameworks needed by a sub-Saharan country such as Senegal to contribute to international efforts whilst at the same time guaranteeing its social and economic development.
For that purpose, a preliminary (1) inventory of greenhouse gas (GHG) emissions for 1988 (base year) was conducted. The simulation of seven "no-regret" technical options for emission reduction and the evaluation of their corresponding costs have allowed the identification of three least-cost options.
These three least-cost options must be implemented first because of their negative costs. The economic benefits of both abatement scenarios are characterised by a negative global cost whatever the discount rate is.
Technical Options:
The description of the technical options for emissions reduction, for which implementation is planned from 1994 onwards, appears as follows :
1 - Earlier hydro-power implementation
2 - Energy conservation in the industrial sector
3 - Agricultural intensification
4 - Dissemination of improved wood stoves
5 - LPG - charcoal substitution
6 - Improvement of carbonisation efficiency
7 - Afforestation for energy needs
